Orientation Workshop on “Planning and Development of Industrial Parks in Gujarat”

The Gujarat Government’s keenness towards promoting women entrepreneurship and sustainable industrial areas translated into a day-long workshop organised by the Gujarat Industrial Development Corporation (GIDC) on 18th January 2017 at Gandhinagar, Gujarat with resource persons from GIZ and the Gujarat Cleaner Production Centre (GCPC). The workshop had nearly 100 participants from GIDC, planners from industrial development agencies of the Government of Gujarat, Gujarat Pollution Control Board, officials from the German Federal Environment Agency (UBA), GIZ, GCPC etc.

The technical sessions conducted by GIZ were part of the “Sustainable and Environment-friendly Industrial Production” (SEIP) project of the Indo-German Development Cooperation. The workshop had technical presentations, interactive sessions and intensive group exercises. The workshop focused on planning of new industrial parks and retrofitting of existing industrial parks. The key topics were:

  • Planning approaches to be followed (standards, greening, master planning, innovation, competiveness)
  • Approach for development and management (infrastructure, services, park management system)
  • Implementation road map (key steps, roles/responsibilities, timelines)

The challenges/problems faced in the existing industrial areas and the possible solutions were compiled from the participants of the workshop. National and international case examples on industrial areas planning and development were discussed. The quality criteria and standards for planning and retrofitting of industrial areas were discussed. The participants were divided into groups to work on relevance of the following quality parameters for the industrial areas in Gujarat and to prioritise specific parameters of relevance:

  • Economic quality
  • Environmental quality
  • Social quality
  • Technical quality
  • Innovation quality
  • Process quality

Further, the “Game of Zones” was used to do role play of investors and GIDC. The GIDC group looked into the aspects of making its industrial parks sustainable and attractive for the international investor, while the investor looked into suitability of the GIDC industrial park for their investments. The participants actively participated in the exercises and the discussion were very productive.

Some key decisions taken include:

  • Retrofitting will be taken up by GIDC for five industrial parks to start with. GIDC will put in funds to implement infrastructure improvements and other required measures in these industrial parks to improve them as well to benefit the industries and manufacturing in these parks. These parks may possibly include GIDC Estates in Vapi, Vatva, Ankleswar, Naroda and Rajkot. The retrofitting site master plans are to be developed in 3 months’ time with the technical support from the German Development Cooperation/GIZ.
  • The site master plan prepared for the GIDC Estate at Sanad to cater to women entrepreneurs will be revised by GIDC with the support from the German Development Cooperation/GIZ.
  • A three-day training programme will be conducted by GIZ at Auroville for the GIDC team to impart knowledge on planning/retrofitting of industrial areas.
  • GIDC would be keen to provide additional training as well as exposure visits to good industrial parks in India as well as Germany for its officers/planners/engineers.
  • GIDC has initiated GIS based mapping and database for all its industrial parks. On priority the selected 5 industrial parks for retrofitting will be completed with the GIS work.
  • GIDC and GCPC teams should be associated with the visiting German experts for GIDC Estate Vapi under the SEIP project so as to gain knowledge from them.
