Workshop on Management Structure in Industrial Areas

Dr. Michael Weber, an expert from Weber Consulting, Germany, visited GIDC Industrial Estate – Vapi (Gujarat) together with the officials of the GIDC and GIZ as a part of the activity taken up on management structure of the Industrial Area (IA) under SEIP.

During the 3 day (09-11 Feb, 2017) visit at Vapi Industrial Area, the expert conducted meetings, field visits and workshops with representatives from GIDC, Notified Area Authority (NAA), Vapi Green Enviro Limited (VGEL), Industry Associations, Service Providers and Industries over the subject of the management structure for the Industrial Area.

On the first day of the workshop, Dr. Weber presented a case study of a successful Industrial Park in Germany with clearly identified roles of different stakeholders and parties involved followed by active discussions on the topic. He gathered information on the existing management structures of Vapi (Gujarat) including the business model, essential services and cooperation among the stakeholders for ease in business and effective management.

On the second day workshop, Dr. Weber presented his observations and ideas to stakeholders for the VAPI Industrial Area based on the previous days' discussions. The facts found referred to the lack of governance concerning environmental protection: 

  • dust emissions arises from solid waste handling
  • exceeding of discharge limits cannot be detected in due time
  • waste is dumped along the streets and on sideline green spaces
  • parking trucks hamper street cleaning
  • trucks parking on the streets cause holdups

It was concluded from the findings that a stringent management structure is required in Vapi, which allows to exercise governance in the industrial park and to provide services to the companies, which meet their demand. NAA is not empowered to assume governance tasks. Industry expects support to acquire any approvals for their projects in short term and ask for a “single window” procedure.

Based on inputs collected from stakeholders and discussions over the ideas, the German expert will come up with a report and recommendations on the management structure for the VAPI Industrial Area.
