One Day Refresher Course on “Developing BAT Reference Document (BREF) for Textiles Sector in India”.

Under the “Best Available Techniques” (BAT) Project (BMU Export Initiative) of the Indo-German Development Cooperation, GIZ in cooperation with the Central Pollution Control Board (CPCB) and the German Environment Agency (Umweltbundesamt-UBA), organised a one-day refresher course for capacity building of CPCB and SPCB officials for developing of BAT Reference documents for different industrial sectors in India.

The refresher course was conducted on 17th June 2019 at New Delhi. The overall objective of the refresher course was to elaborate the concept and the fundamental procedure for developing BREF documents and detail out the roles of CPCB and SPCBs for developing these documents. The course was conducted by experts from Germany namely, Ms. Brigitte Zietlow, sector expert of Textile and leather industry, from German Environment Agency (UBA) and Dr. Harald Schoenberger, an expert of industrial pollution prevention and control.

The refresher course was attended by the officials from CPCB and Pollution Control Boards of Andhra Pradesh, Punjab, Gujarat, Haryana, Kerala, Madhya Pradesh, Tamil Nadu, West Bengal, Uttar Pradesh, Maharashtra and Rajasthan. Dr. Prashant Gargava, Member Secretary CPCB, welcomed the participants and shared the importance of BREF documents for India.  Ms. Brigitte Zietlow, from German Environment Agency (UBA) also presented her views on the importance of the BREF process and Mr. Raghu Babu Nukala, Project director GIZ gave the overview of the refresher course.

A presentation on “Legal Framework for Best Available Techniques (BAT) Reference Document” was made by Ms. Brigitte Zietlow; German Environment Agency (Umweltbundesamt - UBA) mainly focusing on Legal framework: Industrial emission directive and BREF and Permitting and inspection for industries in Europe. Dr. Harald Schoenberger presented on “Approach, process and role of CPCB, SPCBs and Technical Working Group in developing BREF documents for India”.

Scope of the BREF document for textiles sector, key environmental issues in textile industries and approach to be followed for collection of data for developing BREF document were also discussed among the participants during the course. Officials also agreed to contribute in preparing the BREF document by coordinating for data collection, providing their technical inputs and suggestions. Officials also appreciated GIZ for their efforts.
