Breathable Cities - Community of Practice (CoP)

Triangular Cooperation project on Improving air quality in India and Mexico, being implemented by GIZ, focuses on the exchange of knowledge to strengthen the capacities of cities for the development of strategies, programmes and action plan to combat air pollution, with viable technical and financial solutions.  The participating cities are Bhubaneshwar and Cuttack from India and León and Salamanca-Celaya-Irapuato (Guanajuato State) from Mexico.  

‘Breathable Cities’ a Community of Practice (CoP) for the improvement of air quality has been established under the Triangular Cooperation project in May 2021. The officials from the Ministry of Environment and Natural Resources, National Institute of Ecology and Climate Change, Guanajuato state and municipal governments of Leon City and Salamanca-Celaya-Irapuato City from Mexico along with officials from Ministry of Environment, Forest and Climate Change - Clean Air Division, Central Pollution Control board -AQM division, Odisha State Pollution Control Board, Municipal Corporations of Bhubaneshwar and Cuttack cities from India are the members of the CoP. 

breathablecities.live' the virtual space, for the Community of Practice has also been created to help members to interact, share information and best practices with other members from the three countries.  All the documents, presentations and recordings of the CoP sessions conducted are uploaded on the virtual platform. The platform is well received and appreciated by all officials and they have started interacting with other members.

The first CoP event was conducted from 25th to 27th May 2021 focusing on sharing best practices and connecting on improving air quality in cities. Several officials from national, state and municipal governments from selected cities of Mexico and India participated in the event.  Inspired by the best practices from the specialists of the European cities (Oxford, Hamburg & Berlin), participants were able to create a vision for their projects, discuss best practices for community engagement and map the possibilities of implementation of measures.  

The second CoP event was conducted from 13th to 15th July 2021 focusing on sharing project prototypes and provoding feedback to each other. Several officials from national, state and municipal governments from selected cities of Mexico and India participated in the event. Several inspirationsal examples were shared during the three-day event with the participants. 

The third and the final CoP event was held from 07th to 09th September 2021 with greetings on the occassion of UN International Day of Clean Air for Blue Skies. The three day event focussed on project development and creation of new ideas and realities. Insipred by the shared best practices from the earlier CoP's, the city of Bhubaneswar aims to create an Low Emmission Zone (LEZ) in the Ekamra Kshetra Heritage Zone establishing regulatory measures on traffic and the burning of fossil fuels.
